Sometimes I need to send an email to non-jira user to approve or decline JIRA solution.

Do anyone know how to create such ACCEPT DECLINE buttons for external user? When this person will press ACCEPT then an email will be send to JIRA and this cause propper status change. 

I'm sure that I saw such scrtip in the commmunity but I cannot find it :(
