Archiving projects in Jira is still something that is specific to using Jira Data center.  This was introduced in the 7.10.x version of Jira Software Data Center, see the release notes.  As such, if you're using Jira Server (non data center license) your Jira instance won't have this ability.  Archiving a project - Atlassian Documentation

The custom field optimizer is also a Jira Data Center specific feature.  However that was introduced in the 7.12.x version per the 7.12 release notes.  Learn more at Optimizing custom fields - Atlassian Documentation

This is not true project archive. This data center function will do couple of things:

  • hide the projects from end-users
  • remove the project data from all searches and indexes so that the server runs faster.
