Avatar Manager creates a new avatar but setCustomUserAvatar from Avatar service do not set an image

I have created a new user profile avatar for multiple user profiles using user profile manager but when I try to set the newly created avatar for user using AvatarService - setCustomUserAvatar method I do not see avatar updated for users. Instead it shows a weird Question mark image. 





Note - I am using an administrator account for both IconOwningObjectId and and the remote user on the setCustomUserAvatar method. It is still not working.

I got to know that this question mark profile image shows up for unassigned issues. Still not sure why it shows when I use SDK to update the user profile image.
