Basic search drop down is blocked

I am unable to filter using basic search fields as the drop down is blocked and is not listing any options to filters.

Kindly help me with this issue.Thanks in Advance.

Yes i have browse projects access. When I navigate to Issues > Search Issue, and then try to click any of the top dropdown menus, nothing is showing.

You attached two different screen shots. Can you  be specific where the problem has occurred? And check whether you have "Browse Projects" permission to access the JQL.
