×We added "normal" priority to our list since not everything needs to be tagged in some way or another. When the new issue view came out, the priority drop-down will not populate other options beyond the default. How do we get the drop-down to work again?

I understand that you have created a new custom priority in your priority list (Under JIRA Settings > Issues > Priorities) and selected it in your issue. Once the New view was configured, you were not able to change the priority to a different one. Have I understood it correctly?
I have performed these steps and I'm still able to change the priority in the new issue view:
That been said, In order to reproduce the problem and further investigate it, please provide us the information below:
1 - If you click on your profile picture at the bottom left corner > Personal Settings > Turn off the new issue view, did the problem keep occurring in the old view?
2 - Navigate to JIRA Settings > Issues > Priorities and check if other priorities are properly configured.
3 - Navigate to your project > Project Settings > Screens > Click to Edit your issue type screen and check if you can add a second priority field to your screens or if you can see two Priority fields added. This step is to ensure you are using the default priority field and not a custom select list created.
4 - Check in the Javascript console of your browser if any errors are returned. If there are any errors, please provide us their descriptions
5 - Check if the same issue reproduces in a different browser
