Can I add pictures to my JIRA ticket?

Certainly.  In JIRA Cloud, you can attach a picture to your JIRA ticket by either dragging and dropping the image onto the ticket or by pasting image data from the clipboard.  More information can be seen here: https://confluence.atlassian.com/cloud/23-august-2015-to-29-august-2015-777010089.html#id-23August2015to29August2015-Attachingimagesandfiles

So, if you're on windows, you can just press PrtSc to capture the whole screen (or Alt + PrtSc to capture just your window) and paste it directly into a ticket.
