While logging time, team usually forget to add a description to their worklog. However, these comments are needed for managers.
Is there a way to make this worklog description field required?

Yes, there is a possibility to do this by changing the field configuration for the Description field making it Required. You would go to Settings > Issues > Field Configuration. Find the Description field and click on Required. After that, click on FIeld Configuration Scheme and create a new scheme and apply the the field configuration you've created.
After this, you need to apply it to your project, by selecting Project settings > Issues > Fields and changing the field scheme.

Sorry, probably I didn't made it clear. I meant a 'Work description' field - please see the screenshot:

In this case, this is not possible, since this is actually hard coded, and this is not given as an option for field configuration.
