Can I pre-populate custom picklist values when creating a new bug via CreateIssue.jspa?

Using https://confluence.atlassian.com/jirakb/creating-issues-via-direct-html-links-159474.html as a reference, I was able to construct the URL https://targetx.atlassian.net/secure/CreateIssue.jspa?issuetype=10003&pid=11646, which opens the Create Issue form with the picklist values "Project" and "Issue type" correctly pre-populated.

However, custom-field picklist values don't seem to work the same way. The URL https://targetx.atlassian.net/secure/CreateIssue.jspa?issuetype=10003&pid=11646&customfield_11924=11314&customfield_11919=11334 opens the same page for me, but those two custom fields are NOT populated (they just have the default "None" value). Is what I'm trying to do possible? What am I doing wrong, if so?

Best thing to do is to user Bahaviours from Scriptrunner.
