Jira Support can not recover a deleted project. You need to take care of the backup strategy yourself both on Server and Cloud.
If you're using the server version you are responsible to implement your own backup policies. If you don't have a backup you can use nothing can be done.
If you are using the cloud version I'm not sure if something can be done since I'm not a cloud user but I would certainly hope so. I would suggest to directly contact with atlassian customer support ( https://support.atlassian.com/contact/#/ ).
