I would like to add a custom field of type Attachment. I don't seem to have the option. Is there a reason to that ?
The idea is for customers to be able to drag and drop an attachement when CREATING their request, rather than when commenting their request.

"Attachments" are not fields, they're a separate collection of functions for handling files attached to issues.
Some of these functions do manifest like fields, but they're not a custom field type like select list or radio buttons, they're interfaces into the attachments system.
So, no, you can't add custom fields of the type "attachment". If you could, you'd find them to be a complete waste of time, they'd do exactly what the "attachment" system field does, just duplicating the behaviour.
You absolutely can drag and drop (or click and upload) attachments on creating an issue though. To do it, you need to look at a couple of things:
