Can anyone verify that Data Center Tools run with Server licensed of Tools?

We'd like to migrate from Server to Data Center in a gradual way.  Is there any issue with running a Data Center version of one application with Server versions of applications?

If so, is there any specific migration order we should use?  We're running Crowd, Jira, Confluence, Bitbucket, and Bamboo.

Yes, but with a hint of "no".

If you are talking about the actual server licence for each service, then no, the separate services won't care.  You can move Jira to DC tomorrow and it won't care if Crowd, Confluence, Bitbucket and Bamboo are still on Server licencing, and nor will they.

The "no" part is the applications and apps.  Jira Software and Jira Service Management run on the Jira "platform", which is Jira "Core".  If your Core is Data Center, then you will need to licence JS and JSM with DC licences as well. 

The same goes for any apps you install on a DC licenced system, they will all need DC licences.  (Most of them are actually the same code for Server and DC, but you should check that for each one)
