Can project administrator create custom fields via Jira REST API ?

As the title.

I can create custom field in the webstie project settings > issue types.

But is there anyway to create via API ?

Seems this only allow Jira admin to use.

Hi @Aster Lin ,

It seems like there are no APIs to support Custom field creating for Team Managed projects.
