Our management team uses slack, but refuses to use Jira. They currently do:
Jira: <descrption of issue some issue>
In a channel assigned to a project. At which time an assistant transcribes the issue. This works, but not well. The assistant occasionally misses issues due to the manual nature and multitude of channels.
Can the plugin be used so that when someone @JIRA in a channel, that an issue is created in JIRA for the project corresponding to the channel?

This is not possible at the moment, we do however plan such features in the not-so-distant future I can't promise you any fates yet though.
