Can specific text within a string in the labels field be pulled out to add to other field?

Is it possible to pull out a specific part of a label within the Labels (or 1/2/3) fields in order to use that extracted text in another field?

To give context to what I am trying to do, if we had labels with a number then underscore then identifying word, like "1234_OrangeBucket" and wanted to be able to pull out just the "1234" from that label, then use that "1234" within the Summary field, so the story would be called "This Story is from the 1234 location". Is this possible or any ideas how something similar could be done?

Yes, that should be possible using the smart value, text functions to extract from {{issue.labels}} https://support.atlassian.com/cloud-automation/docs/jira-smart-values-text-fields/

Please note that there could be multiple labels, and so you may need to iterate over that list field to find what you want.
