No, you cannot configure  two-factor authentication (2FA) for all users on a standard Jira Cloud plan without using Atlassian Guard; to enforce 2FA across your organization, you need an Atlassian Guard Standard subscription, which allows you to create security policies that include mandatory two-factor authentication.
