Can we create our own jiraboard here and play around or experiment something and then implement it

I was thinking if I can create my jiraboard here or some other Atlassian portal and get some hands on some experiments before implementing in my project. We dont have open internet access in my project, so its difficult to test/google/share things from there.

any thoughts, inputs and pointers are much appreciated..
