Do you want this new issue type to be used in a Team Managed project or a Company Managed project? If the project already exists you can find its Type information on the View All Projects page under the Projects menu.
The process described by @Julio Herrera is how you would create a new Issue Type to be used in Company Managed projects only.
Based on the image you are provide you appear to be working with a Team Managed project.

You would have to recreate the new issue type in each Team Managed project where you want to use it. Team Managed projects do not share their configuration elements with other projects. They are intended to be stand-alone projects that can be customized without impacting other projects.
To create and use a custom Issue Type in Jira Work Management for new projects:
Create the Issue Type:
Go to Jira Administration > Issues > Issue Types.
Create a new Issue Type with the desired name and configuration.
Add to Issue Type Scheme:
Navigate to "Issue Type Schemes" under Issue Types.
Edit an existing scheme or create a new one, then add your custom Issue Type to it.
Apply to New Projects:
When creating a new project, ensure you select or associate the Issue Type Scheme that includes your custom Issue Type.
This will allow you to use the custom Issue Type across new projects in Jira Work Management.
