I was thinking of creating components within a project but components would need to have release versions. It doesn't look like that is supported.

the reason is that I am hoping to manage my SAAS platform as 1 product(project) that has multiple components (micro-services, client apps, connectors).
I've inherited the system that is organizes every using multiple projects, but I'm thinking that using components is more logical, but that depends what COMPONENTS in Jira is really intended for.
Jira project components are generic containers for issues. Components can have Component Leads: people who are automatically assigned issues with that component. Components add some structure to projects, breaking it up into features, teams, modules, subprojects, and more. Using components, you can generate reports, collect statistics, display it on dashboards, etc.
Project components can be managed only by users who have project administrator permissions. They should have unique names across one project. Nothing prevents users from adding issue to more than one component.
With that being said you could use the component in conjunction with versions in a JIRA software project and I think that would solve your issue.
