A User is defined in the 'developers' group which has Administration access to a specific project, yet he cannot create a release, Jira says:
"you must be a project administrator or a Jira administrator to release versions"
Why did I miss in the process?

A few things worth checking:
If yes, double-check that user has the right role (via Project Settings > People) or the right group (Jira Settings > User Management > Select User > Groups). You'll need Site Admin to the latter.
It's also worth trying to create releases from an alternate place - for example, have your user locate Project Settings (if he can't, he hasn't got Project Admin). Once in Project Settings go to Versions on the left-hand side and create from here.
If the above works, it might be you were trying to create releases from a board - and that board had multiple projects in its filter. In Cloud a board belongs to one "master" project even if the filter allows many, and that might not be the same project your user has admin in.
