What does it convey?.Wouldn't i be able to create outgoing mail in Atlassian Demand?

You can create outgoing mail. But it has to go through the OnDemand/Cloud email server, you can't use your own services for it.

In JIRA onDemand, If a customer replied back to any issue from him Email it directly posts a comment in JIRA Ondemand for that issue. But in our production version if a customer replies back to any issue via email it goes to a SMTP mail setup by our company support@powercosts.com.
Also in the JIRA OnDemand version that we are using the SMTP outgoing mail is by default set to jira@powercosts.atlassian.net , Does Atlassian provide any option to change the outgoing mail from jira@powercosts.atlassian.net to support@powercosts.com.

No, the SMTP setup in there is fixed.
