Change "open bug" layout screen

I've created new field, that will be used in stories and bugs

From some reason, I failed to change the layout of "open bug" screen, so this field will be upper in the screen.

I've tried to modify the screen layout, but without real success 

Any ideas?

What are you doing to "modify the screen layout"?  Are you amending the right screen, the one allocated to create issue for this project and issue type?
