We are testing possibility of using Jira Work Management, and we would like to set a few User-Groups and each group should have ability to change a ticket from a current status, to a next one, but not the one after.
i.e. - Creator of the ticket can only create it, but cant mark the ticket/document as "Translated" or "resolved"/"approved"; Credit control group should be only able to change the status to "approved by CC" not to "translated"/Approved.
Based on what you have conveyed I would recommend using a Company Managed Project template so that you can leverage Conditions in your workflow. The Condition will be to allow/restrict users on Transitions.

this is a Company Managed Project template which was used, so it was possible, but theres a lot of options still to be explored, so it took some time but i managed it. :)
