Is it possible to clone a workflow from our vendor's project to our project in Jira? I hope this makes sense.

Yes, you can do this with an app like the Revyz Configuration Manager for Jira from the Atlassian Marketplace.

You can sign up for a free trial in each Jira instance and complete what you need done at no cost.
