Custom web hook on user delete firing every 2 hours for all previously deleted users

I have a webhook definition added to our cloud instance triggered by user deletion. This fires correctly whenever a user is deleted — awesome.
However, along with it comes multiple other triggers for each deleted user since the addon was included. Not only that but the entire batch gets sent to my endpoint every two hours.

I always considered webhook to be a one-way street, but is there an expected return object I need to send to round out the webhook firing to prevent retries?
