So i am slowly implementing Agile Methodolgy in to my organization.

I have written Epics and Stories using the "As a <user> I want <something> So that <rationale>" standard and have assigned Story Points to each Story. 

I have also started to get the dev team to log time spent on each Issue. 

However, I still cannot produce Velocity Report. Is there something else i need to do?

A velocity report is generated by the boards you're working on, so you need to go to the boards to get there.

But, it's not really calcuable with any accuracy until you've done a few sprints - from memory, you'll need to complete three sprints before it will give you full details.

To complete what Nic said :

Velocity Chart

This link leads to the JIRA documentation about Velocity Chart. This chart is available in Report Mode.

Note that it won't display the current sprint, so as Nic said, you'll need to complete a few sprints before.
