My Dev1 license expired. I have copied from another Dev. Now it is working fine. But I see other apps (Scriptrunner, Elements connect, ...) are in trial expired state.
My question is
1. what are the impacts occur when a license copied and pasted in another instance?
2. Do other apps have any relation with jira license?
3. Do user permissions revoke after license change?

Let me answer your queries inline to the questions..
1. what are the impacts occur when a license copied and pasted in another instance?
V: There shouldn't be any impact as long as the license is valid, copy paste of license will not cause anything. Only thing is the SEN would be same for both dev jira applicatins now. SEN would be support entitlement number which Atlassian asks while raising a support request. Atlassian recommends to use Developer Licenses on dev servers.
2. Do other apps have any relation with jira license?
V: Yes, only relation is that app license should be of same user tier as that of Jira License. In your case if they are saying "Trail Expired" you have may have to apply new trail license or a valid license for all the apps.
3. Do user permissions revoke after license change?
V: No, user permissions doesnt change, unless if you have applied less license tier(for example earlier license had 500 users and now in case if you have applied 100 user license)
