Does automation log status = "no action performed" count as an automation run?

Curious, what actually counts as an automation run?

Does the automation log status = "NO ACTION PERFORMED" count as an automation run (for licensing purposes)?

(For context, I have a rule that triggers on status change, but I only want it to care for project A issues, not project B-Z, and have a condition as the 1st step after the trigger to match on project A).
