In the past, I've run into an issue where ending a sprint and moving in progress items to the next sprint (instead of backlog) did not work if I were to end the sprint after the target end date set on the board.
Has anyone encountered this?
Does ending and starting sprints after its target end date impact ticket sprints?

Are you working with Jira Cloud or Jira Server/Data Center?
I have never encountered that problem.
There are some other factors that might have caused this, besides the one you suggested, I think.
If your board is filtering for issues that are displayed in other boards, and you are closing sprints that belong to other boards, and I think that can impact the functionality of pushing incomplete items to the next sprint.
If the URL you access looks similar to this:
https://something.atlassian.net
...then you are using Jira Cloud (hosted by Atlassian).
Otherwise you are using Jira Server/Data Center (hosted by your company). If that latter then at the bottom of the screen you should see information about the version of the product, which looks something like this:
In that case telling us the version you are using will be helpful.
