Hi,

do you mean that you dont want someone to start working on issues of off Backlog ? 

I do not understand why you want to do that. the idea behind sprint is a time boxed approach where you work on issues only in the sprint to produce a working version of whatever you are working. 

Backlog as the name suggests is a prioritized to-do list. 

so your team only works on issues that are in current active sprint. if you want to work on issues in your backlog, you put those issues in sprint (that will result in scope creep). in other words any changes you make to sprint after it is started will result in scope creep.
