We have the free version of JIRA and are currently at version 7.3. We would like to upgrade to version 7.12 (or higher) with the least amount of effort. We have no add-ons. We would also like to potentially move to the cloud and need a way to migrate automatically if possible. We have been advised that we first need to get from 7.3 to at least 7.6 in order to do that and preferably higher. Two questions:
1. Is 7.12 a good choice under these circumstances?
2. Is an in-place upgrade safe and simple using the installer (Windows)?

What do you mean by free version?
If you upgrade, I would go for 7.13, as this is the Long Term Support release.
Usually, the Upgrades with the Installer are no problems, but anyway you should be sure to backup all data and the database.
If you have no apps, migration should be relatively easy.
We have the basic Jira software version where the maintenance is $10 per year and no fee per user.

OK - downloaded 7.13.18 - backed up the JIRA software and SQL database instance. Actually snapshotted both machines also. Just run the exe?

Yes, as there is no major version change, it should be ok to just run the installer. You might have to re-do the changes in the configuration files, but the installer will show you the modified files.
