I have started a few projects in my team and in each project email notifications don't work at all. Nobody who participates in these projects doesn't get any notifications. Settings are default.

Do all the users have the same domain specified in their login names? It is possible that the domain has been blacklisted by Atlassian.
You should contact Atlassian directly about this by opening a support ticket at https://support.atlassian.com/contact/#/
