An Issue has been commented on by one of our team and customer, but email notifications aren't going to the assignee
We too are facing a similar issue and have created a support request with Atlassian.
I would request you to create a Support Ticket with Atlassian
@Kerry Grafton by using the notification helper check the error why the customer is not receiving the email notification, then make changes in notification scheme according to the error.

Check your notification scheme
project -> settings ->notification scheme.
Also, you say customer if that project is Service desk check project settings customer notifications.
