Enable email notifications using Python or Java

Is there a solution to enable notifications with sample code(Python or Java)?

Email is already built in as part of the notifications.

So I suspect I am misunderstanding the question.  What are you trying to achieve with this?

just I wan to enable notification in the browser, but I have a task: Do it using `Java` or `Python`... Is it possible? That is, I want to know, can I enter settings of Jira, using some sample code?
