Enabling/displaying releases panel on a specific project/issue type

I just installed the LaunchDarkly plugin and for some projects the releases panel shows up, as expected. But in other projects/issue types it does not show up. 

The only thing I could find in the documentation was to enable "Release" functionality for the project. I've done that but it still doesn't show up.

Any idea or suggestions for how I can have the releases panel in ALL projects and ALL issue types?

Issue is now solved! 
I added the "Development" system field to the layout. That was the thing that was missing.

Can you share a few more details about the configuration of project(s) where this field is visible and where it's not?

Questions like:

• Have you checked work item layout in project settings?
• Have you checked permissions for each project? I'm not sure if this field is connected with "Resolve Issues" permission in permission scheme.
• Have you checked field configuration?

Where "Releases" field is not visible, can you still see other "Development" fields/options?

Hi,

• There is no field. 

• Layout comparison (not working vs working). In the UI, releases panel is displayed directly under "Development". In the project that doesn't work, I cannot find "Development" to add to the layout (the right column):

Unless I missed something, according to the page below, it should be enough with enabling "Releases" feature in your project, as in the screenshot above.
