Hello!

When creating an issue in Jira, I want there to be text before the description that cannot be changed, how can this be implemented, example in the screenshot

You have tagged your post as Jira Service Management. Do you want that text displayed on a form the Customer uses to submit an issue, or in the Create Issue dialog that a licensed Jira user or Jira Service Team Member sees when logged into Jira?
