Is it only System Administrators who can see the SEN to log a support ticket? The Atlassian documentation on How to Find Your SEN says "Administrator" but since I can't see that and I'm an Administrator, then I'm guessing it's System Admins only. And if so, it'd be good if Atlassian could correct their help article on that.
