We recently implemented an add-on (User Profiles for Jira) to increase the functionality of the user profiles so we can add skill sets to users. As far as I can tell, the add-on doesn't come with its own permissions set, and just uses the global app permissions. Ideally, we want our managers (designated by a Group in Jira) to have access to editing these skill sets for their team members. As far as I can tell, the only way to give a certain group this permission is to also give that group complete global admin privileges so that they can edit User Profiles. Is there a way we can give the Group just the ability to edit user profiles without giving them total Admin rights?
I am the Product Owner of the app User Profiles for Jira and I'd like to answer your question. Sorry for the delay here, that post somehow did not get picked up by our automated monitoring.
Elements can be edited by a Jira user itself for his own profile or an admin can edit all profiles.
(By the way: If an element is being synchronized from a user directory, it cannot be changed in Jira at all.)
In addition, Service Desk agents can see and edit customer profiles within the Service Desk project. So if you should also be using Jira Servie Desk, you could make your managers agents and your use case would be covered.
If not, there is currently no possibility to act according to your request. In that case I could add a feature request for the functionality you're looking for to our backlog.
