We have chosen to utilize a Group Picker to populate a Custom Field used in our JIRA On Premises implementation.
As the JIRA admin, I get on average 5 - 6 requests per weeks to add new groups to JIRA.
What I am looking for is a way to enable a select set of power users to add new groups without giving them full JIRA Administration rights (for obvious reasons...)...
Does anyone have a solution (either via script, Add On, or other means) that you would be willing to share?

We pull a subset of our Active Directory groups into Jira, and have a separate service that allows people to modify groups they own. It works ok.

Thanks for the quick reply. Are all of the groups in Active Directory? Or are the groups that our owned by others internal (which is the use case I'm addressing).
