Is there a way to make sure that the chat through JIRA is created on its own without the need for starting a different chat everytime when a task is created

There are apps in the Marketplace that allow for this, like this one: https://marketplace.atlassian.com/apps/1216325/advanced-microsoft-teams-jira-connector?hosting=cloud&tab=reviews
If you go into the Marketplace and search "Microsoft Teams", you'll see a bunch of solutions. Moving Work Forward (the one posted above) was started by Ex-Atlassian employees, so the integration is thoughtful. Sounds like it should help you with what you're trying to accomplish as well, based on this review:
"The Jira connector is working nicely and got it working with Shared Teams (external teams with customers) to post when we create or update an issue to let them know we are working on their ticket. We also have a separate channels for all activity and like the feature to be able to be very specific either through selections or JQL."
