We are looking to migrate our on-premise Jira server + Cloud hosted instances into a single Cloud hosted instance and I am keen to know to best approach to migrate multiple instances of Jira into a single could instance.

Possibly, it depends on what you're migrating, how much and if you're willing to accept the way JCMA will migrate config.

I would recommend you use Project Configurator to simplify and save many hours of work in the merging process. Additionally, a good guide on best practices for merging instances is available at:

thanks for you response- I realize that now. Looks like there are restrictions in merging two different jira system with-in cloud and that we need to first migrate all our instances into Jira Server ( on premise ) and consolidate them before migrating it into a final cloud instance.
looks like there a no tools available to automate this process additionally migrating plug-in is another complex task on its own.

Merging and migrating are two separate activities.
You really should merge all your instances together before you move to Cloud though. A merge on Cloud is "stop using Jira, download the backup, restore it on a server install, merge in what we need to merge, export that, import it into Cloud, destroying the old data".
