How can I add a link issue button to JIRA view screen ?

To link to an issue is quite uncomfortable:

Once a link is created, there is a below the description field a "+" Button / Add-Link Button which would also be helpful.

My question is how this can be permanent on the view screen also there is no link at that moment created.
