How can I assign a workflow scheme to an existing “Workflow Scheme” to a Project ?

Do you mean to change the workflow scheme of a project in jira ?

There is no such way to assign a workflow scheme to existing workflow scheme, you can add a new workflow to existing workflow scheme or you can switch the existing workflow scheme of a project to another one.
