We are currently using the 4 standard swim lanes. I want to require the user to create comments and enter the amount of time when they move a story to ready for approval. Is there a way to do this?

do you mean swimlanes or columns? You don’t move things between swimlanes. At least not by the standard drag and drop method. If you do mean swimlanes (rows) can you explain how your swimlanes are defined? Epics, stories, query, etc.
if you mean columns then that would be achieved by adding screens to your workflow for the transitions that reflect the move between columns/statuses.
Sorry, I do mean columns. We are using a standard scrum board. We have To Do, In Progress, Ready for PO approval and done. I want to require my team to make notes and add in time tracking before adding to the PO approval column.
Where do I learn about screens? I am really pretty green at JIRA, but I am learning a ton.
