How can I limit access to backlog

I'm struggling with developers working out of backlog rather than the sprint board. Is there a way to limit access to backlog so that they can't really work from there and are forced to use board instead?

I find that a firm bop on the nose works... but maybe that's just cats... I'm not sure anymore. 

There are ways to physically limit their access to issues via issue security, but that doesn't really address the behavior aspect. 

My first recommendation would be having a team discussion on why they're doing this and ways to curb this as a team.
