Regular jira user. I want to be notified every time a new issue is created for project A.
How do I do that?

You should contact your system administrator, modify project A's email notification scheme, and trigger a separate email notification when issue is created

Our current home grown system individual users have the ability to set up their own custom email notifications... sounds like for Jira you have to have the administrator due that for a project.
