How do I change to a lower-tier license on JIRA software 7.x

I cannot find any options, nor any documentation about what I need to do to lower my license tier to fewer users.

We restructured some things and we only need half the number of users in JIRA that we used to have, but we can't figure out how or where to change to a lower tier, so we're still paying the higher price for a higher license limit.

@Brandon Cole, to confirm, are you running Jira Server? If so, you can no longer upgrade or downgrade tiers; it will only be available by moving to either Cloud or Data Center. Please, for more details, see https://www.atlassian.com/migration/assess/journey-to-cloud.
