How do change the default workflow status when I create a story?

Our workflow already specifies that stories go from "refinement" to "to do."  However, if I create a new story, it defaults the status to "to do."  I want the initial status to be "refinement."

Edit the workflow, and change the "create" transition so that it ends in "refinement" rather than "to do"
