I am aware that a Jira cloud site can be backedup in a native format as described at
Export data from Jira Cloud | Atlassian Support.
I believe this can then be used to set up a Jira site locally using Jira data center.
However, I am looking for a way to backup a Jira site in a standard format such as CSV or XML or JSON so that it can be imported into a different tool other than Jira. This may be useful in the event of a temporary outage of Jira cloud and an executive decision to use self-host the ticketing system on a different platform.
Is there any such practice or approach?
There are a number of apps listed that do this:

These are for backup, not necessarily for migration to Jira DC or a different product
