I am working to integrate SSO for our JIRA Server with Microsoft Azure Active Directory single sign-on for JIRA.
Could you please let me know where to get Identifier (Entity ID) and Relay URL means need to give Jira URL am correct? Please help me to complete the setup
From where do we get the Entity ID?
You are integrating Jira Server with Azure AD over SAML.
Jira Server requires a SAML app to achieve this. Every app vendor lists in their documentation how to get the Entity ID and ACS URL. So the answer is "depends on what app you are using"
For example our EasySSO for Jira app displays these value directly on the SAML configuration screen and we also explicitly list both values in EasySSO SAML with Azure AD and EasySSO SAML Configuration parts of the setup guide.

The article you've referred to is for Azure AD SAML SSO in Atlassian Cloud i.e. via Atlassian Access, not for Jira Server

Microsoft does not have SSO plugin for JIRA server, hence I was under the impression that this was for Cloud.

Microsoft has an SSO plugin for Jira Server.
