How to control the number of licenses in jira

Hi, I was just asking for some tips on how I can reduce the number of licenses consumed in our Jira cloud site. Are there any configurations that can help reduce this. Maybe having users who do not have licenses. Kindly help

Hi Daniel,

If users are interacting with the issues - creating, changing, etc. then they will need a license. Do you have a scenario in mind where a user should not need a license?

Thanks @John Funk , I think what I had in mind is not possible. I can only set up a user to administer products with no license but he cannot also acess jira products normally like other users.
